For taxpayers in the state of New York, there’s New York City, and then there’s everywhere else. The state’s tax system combines a relatively low sales tax rate (4%, tied for the third-lowest rate in the country) with an income tax system that leans heavily on high earners. Meanwhile, New York City also levies its own income taxes, which means residents of the Big Apple pay some of the nation’s highest local rates.

Note that all five New York City counties (New York, Kings, Queens, Bronx and Richmond) are subject to the full city tax rate of 8.875%, the highest total rate in the state. That rate includes a 0.375% charge for the Metropolitan Commuter Transportation District, which supports the region’s transportation infrastructure.

The Motor Fuel Excise Taxes on gasoline and diesel in New York are 8.05 cents per gallon and 8.00 cents per gallon, respectively. Furthermore, the Petroleum Business Tax (PBT) is paid by petroleum businesses for certain types of fuel and paid at different points in the distribution chain. As of Jan. 1, 2020, the PBT (which is adjusted annually) is 17.4 cents per gallon.

How Your New York Paycheck Works
When you start a job in the Empire State, you have to fill out a Form W-4. Your new employer will use the information you provide on this form to determine how much to withhold from your paycheck in federal income taxes. How much you pay in federal income taxes depends on several factors like your marital status, salary and whether or not you have additional taxes withheld from your paycheck.
The 2020 W-4 includes notable revisions. The biggest change is that you won’t be able to claim allowances anymore. Instead, you’ll need to input annual dollar amounts for additional income and things like non-wage income, total annual taxable wages, income tax credits and itemized and other deductions. The form also utilizes a five-step process that asks you to enter personal information, claim dependents and indicate any extra income or jobs.
All employees hired as of Jan. 1, 2020 must complete the form. If you were hired before then, you don’t need to worry about filing a new W-4 unless you plan on changing your withholdings or getting a new job.

What your tax burden looks like in New York depends on where in the state you live. If you live in New York City, you’re going to face a heavier tax burden compared to taxpayers who live elsewhere. That’s because NYC imposes an additional local income tax.
Yonkers also levies local income tax. Residents pay 16.75% of their net state tax, while non-residents pay 0.5% of wages.
Another thing worth noting is that certain self-employed taxpayers in New York City, as well as Richmond, Rockland, Nassau, Suffolk, Orange, Putnam, Dutchess and Westchester Counties have to pay a metropolitan commuter transportation mobility tax (MCTMT) of up to 0.34% of net earnings to the Metropolitan Transportation Authority (MTA).
